Lengthy introductory comment.
Inhofe is just trying to pander to those who view the President's every move as something attempting to give him popularity. Here's a big surprise for everybody, the President does things that will appeal to voters in November. This tends to be one of the most overly published types of topics in the political world. Its like saying that Mitt Romney keeps talking about the economy because it may benefit him come November, no kidding.
