Ethics should also apply to the appointees that Obama has chosen for cabinet posts. Congress should not allow people to be appointed to such high positions that get away with things common people would go to jail for. Examples would be the tax evasions of Geitner and Daschle. I guess 'cleaning up' Government is just an empty phrase to make a candidate look good.
