The Phantom Filibuster

An interesting op-ed about the filibuster and its intended usage.

It would be interesting to see this if it ever happened. No doubts about the fact that it takes a dedicated 41 to make a filibuster stand up. It would also seam that it would take a dedicated bunch in favor of the filibustered measure to stick out the filibuster. One reason senators in the majority may be reluctant to try this method may be the fear that at some point they might again find themselves in the minority and want to keep the threat of filibuster alive and well.
