A no brainer really. McConnell is already not viewed that favorably by the conservative wing and to not ban earmarks would really drive them further against him at a time when he has the chance to become the Senate Majority leader in two years if he and the "tea partiers" play their cards right. Even if it is mostly a symbolic gesture, a gesture is big in getting rid of the image of Reps being baby Democrats that they earned in the last decade.
