It is refreshing to see someone who is no going to attempt to ride the coat tails of political appointment into a permanent place in the Senate. This could be an alternative solution to the problem of gubernatorial appointments. Instead of holding a special election immediately in order to fill vacated Senate seats why not have someone be able to fill them in the interim and then not be allowed to run when the seat is up for election. This would set up a sort of trusteeship and stop people like Kathleen Gillibrand from being on the campaign trail just weeks after being appointed to Hillary Clinton's vacated Senate seat.
