Which Chamber WIll Gain the Upperhand?

It will be interesting to see whether the version that comes out of the joint committee between the House and the Senate will look more like the former or the ladder?

Interesting to see how they hammer out the differences. When heading to conference, I wonder how much of the difference between education funding will be resolved.
Since there is a Democratic majority, there is always the possibility of having such an issue resolved, but the Republican insistence on compromise may prevent such a thing from happening.
Considering many Republicans do not want and/or support the stimulus to being with, there should be a right to amend the differences should be left to the Democrats.
It is doubtful that any further cuts will be made, since the two versions share 90% of the same funding programs. The remaining 10% should be the gaps in programs the Democrats deem necessary, and should have the right to do so.
But of course, this may affect the second vote when the final version in set before the full Senate prior to being sent to President Obama.
