This is an obvious shift in policy from the Bush Administration to the Obama Administration. Whether you agree to the framework set forth by Secretary of State Clinton and the Obama Administration, one must undoubtedly be able to recognize the shift that the talks represent. The Bush Administration refused to even negotiate joining multilateral agreements with the countries most wealthy countries whereas Obama seems more willing to do so.
