This article (see above link) is about how lobbying had generally went down this quarter, but 8 of the "biggest of the big lobbying powers"went over what they have ever spent ever. One company mentioned was Google. Google was in the mid 2000s a mid range lobbying power but now are considered "elite."The article also noted the U.S. Chamber of Commerce

I think the writer of this article hits the nail on the head in the first couple of lines. Strategists probably do not see lobbying congress as a very effective tool currently because of the fact that next to nothing meaningful is going to pass through strongly split government. It is interesting that google has ramped up its spending, perhaps this reflects the recent SOPA episode.
